The Commonwealth of Virginia is taking a lead role in planning the reuse of Fort Monroe because most of the 570 acres will revert to the state when the army departs. The effort is guided by five priorities:

• Protect this historic place
• Open it up to public use
• Establish a large open-space park
• Achieve economic sustainability
• New development, within strict limits
