Consultants to the FMFADAConover Hunt A native of Hampton, Conover holds a BA in Art History cum laude from Newcomb College, Tulane University, where she was named a Woodrow Wilson Fellow. In 1971 she graduated with an MA in Early American Culture from the Winterthur Museum Program at the University of Delaware. During her 35 year career, she has worked for more than 40 non profits and political agencies on a national basis, has published seven books, and lectures widely on cultural management, American history and art, historic preservation, tourism development and the interpretation of American material culture. Her work in leading the preservation of the Kennedy Assassination site and creating the Sixth Floor Museum there gave her extensive experience in effectively dealing with international media on a controversial and highly charged emotional subject. She has directed museums and historical agencies in Richmond, Washington, D.C, Dallas, Harrison County, Texas and Philadelphia, and most recently served as the Executive Director of the Historic Richmond Foundation. In May she was named Interim Executive Director of the Fort Monroe Federal Area Development Authority. Conover has won local, state and national awards for her work in cultural planning, administration and interpretation. As Interim director of the FMFADA, she has overseen the transition from the Hampton FADA to the expanded FMFADA, has organized a permanent headquarters for the authority at Fort Monroe, and laid the foundation to move forward with revisions to the draft reuse plan developed by the Hampton FADA between 2005-2007. She supervises all consultants, oversees a staff of one and liaisons regularly with personnel from the city of Hampton, the governor’s office and the Commonwealth. David Dutton & Associates, Virginia David Dutton is a preservationist who specializations include the preparation of Section 106 Programmatic Agreements to minimize negative impacts on historic sites. He is representing the FMFADA for the Army’s Section 106 process at Fort Monroe. Dover, Kohl & Partners, Florida Dover, Kohl & Partners focuses on revitalizing traditional towns, growing authentic neighborhoods, and fixing sprawl - by design. They are best known for detailed master plans and illustrative codes that emphasize complete neighborhoods as the basis for sound communities. Most of their plans are designed in intensive charrettes; these on-location events merge the modern design studio with interactive town meetings. Dover, Kohl & Partners is the lead planning consultant on the creation of the Fort Monroe Reuse Plan, focusing on traditional town planning and urban design. Garrity-Knisely, Massachusetts David Knisely is an attorney who ranks among the top specialists on legal issues and procedures associated with the Base Realignment and Closure Act. Knisely works nationally with communities impacted by military closures. Hanbury, Evans, Wright, Vlattas, Virginia Hanbury Evans is a respected historic preservation architectural firm that oversees renovations and restorations of historic properties, preparation of cultural resource management plans, and provides a variety of other services relating to the field of historic preservation. The firm is the lead architectural preservation consultant to the FMFADA. Blount Hunter, Virginia Blount Hunter works nationally on economic analyses of commercial and retail activities. He has a commanding knowledge of the Hampton Roads market, and is advising the FMFADA in developing estimates for applicable activities at Fort Monroe. Kimley-Horn, Virginia and National Kimley-Horn is a national consulting firm with more than 2,400 employees in over 60 offices that provide engineering and land planning services. As part of the consultant team for the Fort Monroe re-use plan, the firm is providing guidance on transportation, utilities, infrastructure requirements, and wetlands regulation for the FMFADA Matrix Design Group, Inc., Colorado Matrix is a multi-disciplinary planning/engineering/environmental services firm specializing in major asset redevelopment with nationally recognized experts in Base Realignment and Closure (BRAC) redevelopment projects. Matrix has earned an outstanding reputation for their ability to integrate environmental cleanup of contaminated sites, including those with unexploded ordnance, with development, resulting in time and money savings to clients. The firm represents the FMFADA in environmental cleanup discussions with the Army and the Virginia Department of Environmental Quality. It is also serving as the FMFADA liaison to the Army on NEPA-related issues. Bay Area Economics, California and Maryland BAE is a national urban economics consulting firm with a 20-year history in military base reuse and public/private partnerships. Drawing on work with The Presidio of San Francisco and more than 25 other military base reuse assignments, BAE is responsible for detailing the fiscal impacts of Fort Monroe reuse under alternative scenarios, analyzing the Army’s operating and maintenance costs to determine the likely on-going operating and stewardship costs, preparing a detailed financial model of future infrastructure and operating costs as well as lease and other revenues, and assisting the Board in its decisions about structuring the entity for long-term reuse and redevelopment of Fort Monroe.
