Since that time, a Programmatic Agreement has been signed among the United States Army, Virginia State Historic Preservation Officer, Advisory Council on Historic Preservation, Commonwealth of Virginia, Fort Monroe Federal Area Development Authority (Fort Monroe FADA) and the National Park Service for the closure and dispoal of Fort Monroe, VA "This is the document that is going to guide what we can and cannot do" with the fort's historic properties, Armbruster said Thursday, April 16, 2009. The Army will end the military mission at the waterfront base in Hampton on September 14, 2011. The PA drafting process involved extensive public input and dozens of "consulting parties," including Hampton University, the Diocese of Richmond, the Norfolk Historical Society, and Citizens for a Fort Monroe National Park. National Park Service update: Members of the Fort Monroe FADA Historic Preservation Advisory Group and the Fort Monroe Federal Area Development Authority board are working with the National Park Service to explore partnership options for the future.
